It's called a Canadian Splicejam.
And this guy does them very stylish!!

Looks like he crashed. He's leaning too far forward and his back foot is no longer on the pedal. If your foot comes off the pedal you have nothing to balance against and will crash. I've seen this trick done before and it's pretty sick!
